Hot 1: Saudi Arabia Announces 3.7GW Photovoltaic Tender!
The Saudi Power Procurement Company (SPPC) has released a Request for Qualification (RFQ) for the fifth round of solar energy projects under the National Renewable Energy Program (NREP), which is led and supervised by the Saudi Ministry of Energy.
The fifth round of projects will have a total generation capacity of about 3700MW, with specific projects as follows:
- 2000 MWac Al Sadawi IPP, located in Saudi Arabia’s Eastern Province;
- 1000 MWac Al Masa’a IPP, located in Hail Province, Saudi Arabia;
- 400 MWac Al Henakiyah 2 IPP, located in Madinah Province, Saudi Arabia;
- 300 MWac Rabigh 2 IPP, located in Makkah Province, Saudi Arabia.
These projects are part of the NREP, which aims to achieve an optimal energy mix and replace liquid fuels in the Saudi power sector, with renewable energy providing 50% of electricity by 2030.
Under the plan, SPPC is responsible for the initial development, tendering, and subsequent power procurement of the projects. To date, SPPC has signed over 12.6GW of renewable energy capacity under the NREP framework.

Hot 2: Latin America Energy Outlook: $150 Billion Investment Needed!
According to the International Energy Agency’s (IEA) “Latin America Energy Outlook” report, to fulfill the commitments announced, the Latin American and Caribbean region needs to double the financing of clean energy projects by 2030, reaching $150 billion.
The IEA states in the report that Latin America and the Caribbean are rich in resources such as renewable energy, oil, natural gas, and important minerals. The experience of developing these resources can make a significant contribution to global energy security and the transition to clean energy.
”Investment in clean energy needs a major boost to reach the energy-related emissions reductions goals and to pursue international opportunities. In the APS, clean energy investment doubles by 2030 to USD 150 billion and rises fivefold by 2050. The ratio of investment in clean sources to unabated fossil fuels rises from around 1:1 today to 4:1 in the 2030s.” the report says.
The IEA also states that attracting private capital will be critical to achieve this, but challenges include high financing costs, political and regulatory instability, and limited domestic credit capacity. Overcoming these hurdles requires supportive policies, tailored solutions such as hedging instruments, and more concessional financing, especially for energy efficiency and emerging technologies.

Hot 4: World’s First GW-Level Heterojunction Production Line Goes into Operation
On November 14, 2023, at the grandly held 6th China International Photovoltaic Industry Conference in Chengdu, Meishan Liansheng Photovoltaic Technology Co., Ltd. made a striking appearance with its HJT third-generation crystalline silicon high-efficiency cells. The first phase of the Liansheng Photovoltaic 3.8GW project officially went into production on August 22, rapidly achieving a “Liansheng miracle” of “starting construction, completing, and going into operation within the same year,” thereby creating a remarkable transition from non-existence to existence in the photovoltaic field with an industry-surpassing “Liansheng speed.”
